ACCIÓ, the Catalan government's business agency, pays 75% of a technology exploration project: a proof of concept or pilot that answers a question you genuinely don't know the answer to yet. This page is my own reading of the 2026 call, and what Clutch Developer can build inside it.

Applications close on 21 September 2026 at 14:00. A solid application takes about two weeks to prepare, so if you're reading this in September, the call to make is this week.

Everything on this page is a summary. The call in plain words

The technology exploration line exists for one thing: reducing uncertainty. ACCIÓ wants companies to test whether an advanced technology works for them before they invest seriously in it. You put a hypothesis on paper, build the smallest thing that can prove or disprove it on your real data and processes, and finish with objective evidence either way.

That framing matters more than the technology. A project that says "we will implement an AI chatbot" is a deployment and doesn't fit. A project that says "we will find out whether an AI agent can close 60% of our support tickets without a human, and measure where it fails" is exploration and fits perfectly. Same work, different question.

For 2026 the agency has singled out agentic AI — autonomous agents that execute a task end to end, where the outcome carries measurable uncertainty — as a priority area. That is exactly the kind of work an AI-first product studio does every week, which is why this page exists.

What it does fund

  • Proofs of concept and minimum viable products run on your actual processes, data and users — not on a demo dataset.
  • Prototypes and experimental pilots that aren't in production yet and whose result isn't known in advance.
  • Exploring, training and validating AI models on your own domain, including agents that act rather than just answer.
  • Technical or functional validation with real users: does it work, is it accurate enough, do people actually use it.
  • External technology providers doing the build (this is where Clutch Developer comes in), your own staff's time on the project, and the mandatory audit report — 100% subsidised up to €1,500.
  • Collaborations with startups, technology centres and specialised suppliers, which the agency explicitly encourages.

What it does not fund

  • Implementing, integrating or scaling a technology that already works. If the answer is known, it's a rollout, not exploration.
  • Buying standard software, hardware or licences. A Copilot subscription for the team is not a project.
  • Digitising a process without an experimental component — moving forms from paper to a web app, on its own, doesn't qualify.
  • Market studies, technology watch reports or purely theoretical analysis with nothing built.
  • Commercial deployment or ordinary technology updates dressed up as innovation.
  • Applicants without a company structure in Catalonia: sole traders without a company, and companies with no operational establishment here, are out.

Who can apply

  • Companies with an operational establishment in Catalonia — SL, SA, cooperatives and similar legal forms — of any size and any sector.
  • Up to date with tax, Social Security and Generalitat obligations at the time of application.
  • One application per company per call, submitted through Canal Empresa with the company representative's digital certificate.
  • The project must end in a technological validation: objective evidence that confirms or disproves the initial hypothesis. Success criteria are written before the first line of code.

How the money works

Eligible budget
The sum of your project's line items must reach at least €20,000. ACCIÓ funds 75% of it, capped at €30,000 — so a €40,000 project hits the cap exactly.
External provider
The technology partner's fee is the main line item and the easiest to justify: a fixed-price scope, deliverables, invoices.
Your own people
Internal staff time counts, up to €15,000 of aid — the equivalent of €20,000 in eligible personnel cost.
Audit report
The justification audit is subsidised at 100%, up to €1,500. Budget it from day one; it is not optional.
Cash flow
60% of the grant is advanced on approval with no bank guarantee. The rest is paid after the audited justification.
Timeline
Execution runs from the day after approval until 21 July 2027 — ten months from the close of the call. Plan the pilot to finish with margin.

How we'd do it

From hypothesis to audited evidence.

  1. Fit call — 30 minutes, free We check honestly whether your idea is exploration or deployment. If it's a rollout, I'll say so and we save you a wasted application.
  2. Hypothesis and success criteria One question, the metric that answers it, and the threshold that counts as success. This becomes the spine of the technical memory ACCIÓ reads.
  3. Scope and budget in ACCIÓ format A fixed-price build plan with deliverables and milestones, plus your internal hours and the audit line. I write the technical part; your gestor or grant consultant can handle the administrative forms.
  4. You submit before 21 September, 14:00 Through Canal Empresa, with your digital certificate. Only you can sign it — I make sure everything the technical annex needs is ready in time.
  5. Build the pilot in sprints Two-week sprints on your real data and processes, with a working increment at the end of each. You see progress in software, not in status reports.
  6. Validation report and justification The evidence the call asks for: what we tested, what we measured, what the numbers say. Packaged so the audit is straightforward and the remaining 40% gets paid.

Questions companies ask

Do you handle the whole application?

I handle the technical side: hypothesis, scope, budget structure and the technical memory. The administrative submission is done by your company with its digital certificate, on your own or with your usual gestor or grant consultancy. That split keeps each party doing what it's good at.

We're a small company. Is €20,000 realistic?

That's the minimum eligible budget, and 75% of it comes back. Your own staff hours count toward it, so a €7,500 sprint plus internal time plus the audit line reaches the floor for many small companies. We size it honestly on the call.

What if the pilot proves the idea doesn't work?

That is a valid outcome for this line. The call funds exploration, and a well-documented negative result — with the evidence of why — is a completed project. You still get the grant, and you didn't spend a real rollout budget finding out.

Can we use it to finish something we already started?

Only if there's still a genuine open question to test. Costs before approval aren't eligible, and a project that reads as "finish and ship what we have" is a deployment. Reframe it around what you don't yet know, or pick a different line.

Which model or vendor will you use?

Whatever the hypothesis needs. Usually Claude for agents and reasoning, open models on-device when privacy or cost demands it, and your existing stack for integration. The choice is part of what the pilot validates.

Is this compatible with other grants?

Not for the same costs — the call is incompatible with any other aid that would exceed the intensity limits for identical expenses. Different costs, different projects, yes. Your grant advisor should confirm your specific case.
